I keep copies of all the VOSA Notices & Proceedings for the Western Traffic Area on my Plymothian Transit Drive. This helps me a lot as they are all searchable through my Google Docs account and I can find all the relevant entries for each route for almost every N&P since they started back in 2003. All these documents are in year folders within the VOSA folder
